Section 4.05 - Advisory Procedures
(1) Each Advisory Council shall be regarded as representative of the interests of their respective constituency and shall represent those interests before the Board.
(2) Each Advisory Council shall meet at the call of its chairman or at the written request of two members. They shall conduct business at the time, place and according to procedures they agree upon.
(3) The Board shall notify the chairman of each Advisory Council of the agenda of Board meetings and hearings and provide copies of the minutes.
(4) The Advisory Councils shall consult with and advise the Board.
(5) The Advisory Councils shall review the programs and policies of the Board and make recommendations to the Board in regard thereto.
(6) The Advisory Councils may review proposed regulations and legislation and make recommendations to the Board in regard thereto.
(7) As they deem necessary, the Advisory Councils shall suggest new regulations to the Board. They shall also suggest the amendment or repeal of current regulations.
