Section 1.640 - The Record(1) The record shall be the exclusive source of the hearing officer's decision. The record shall include: (a) All documents and other evidence offered and taken;(b) Complete tape recordings or transcripts of the proceedings;(c) All exhibits and documents introduced at the hearing; and(d) For purposes of judicial review, the hearing officer's decision.(2) All evidence and testimony at the hearing shall be recorded electronically or stenographically. (a) At the discretion of the hearing officer, any party may also record the hearing.(b) Whether or not an appellant intends to file a Complaint for Judicial Review, transcripts or duplicate tapes of the proceedings shall be supplied, upon request by the appellant, at his or her expense.
