The unit shall have an effective governing body or designated person or persons with full legal authority and responsibility for the governance and operation of the unit; establishing and implementing policies regarding management and operations; oversight and accountability for the quality assessment and performance improvement program; and the appointment of a qualified administrator reporting to the governing body who shall be responsible for the day-today operations.
