Each plan must set forth a control strategy which includes the following:
(a) A description of enforcement methods including, but not limited to: (1) Procedures for monitoring compliance with each of the selected control measures,(2) Procedures for handling violations, and(3) A designation of agency responsibility for enforcement of implementation.(b) [Reserved]
