Section 902.53 - Capital Fund program scoring and thresholds(a)Scoring. The Capital Fund program indicator score provides an assessment of a PHA's ability to obligate Capital Fund program grants in a timely manner on capital and modernization needs.(b)Thresholds.(1) The PHA's Capital Fund program score is based on a maximum of 10 points.(2) In order to receive a passing score under the Capital Fund program indicator, a PHA must achieve a score of at least 5 points, or 50 percent.
