(a) The department shall determine the count of on-sale general licenses and off-sale general licenses in each county as of June 1 in every calendar year.(b) The department shall publish notice of the number of new original on-sale general licenses, new original off-sale general licenses, intercounty transfer of on-sale general licenses, and intercounty transfer of off-sale general licenses available in each county for the public to apply for by August 15 in every calendar year. (1) This notice shall be published on the department's website and sent through direct electronic communication to stakeholders who have requested to be notified of a priority application period.(2) The notice shall include the exact dates of the priority application period pursuant to Business and Professions Code section 23821. The priority application period shall last for a period of no less than 5 business days commencing on the second Monday in September of every calendar year.(3) The notice shall include the tentative start date for any priority drawings that would need to be held.Cal.
