Cal. Code Regs. tit. 3 § 3906
The Secretary pursuant to sections 52331, 52354, and 52354.5 of the Food and Agricultural Code, hereby establishes an annual assessment of $0.30 per one-hundred dollars ($100) gross annual dollar volume sales of agricultural and/or vegetable seed in this State for the preceding fiscal year as defined in section 52352 of the Food and Agricultural Code. Such assessment shall be paid to the Secretary within one calendar month of July 1 for the preceding fiscal year. If not paid within the time allotted, a penalty of 10% of the assessment fee due shall be added.
