Section 2031 - Construction Deadline(a) The deadline for the commencement of substantial construction of the project shall be 12 months after the effective date of the decision on an application accepted and processed pursuant to this Article.(b) Substantial construction shall be defined as the following:(1) completion of at least thirty percent of the engineering design of the entire project and(2) completion of at least five percent of the physical construction of the entire project, absent circumstances beyond the control of the applicant.Cal.
