Section 195.3 - Alternate Rating for a QAP Examination
(a) If during the course of a QAP examination interview, it is determined that a candidate does not satisfy the minimum qualifications of the classification that is the subject of the examination and the only reason for eliminating the candidate from the examination is the failure to satisfy the minimum qualifications, the panel shall nonetheless rate the candidate as though he or she satisfies the minimum qualifications. The rating shall be known as the alternate rating and shall not be less than the minimum rating required to pass the examination.
(b) If the candidate appeals the QAP's determination to the Board, the alternate rating shall be confidential during the appeal process and not revealed to the candidate or the Board. If the Board grants the appeal, the alternate rating shall become the candidate's rating for the examination.
