The public employer and a labor or employee organization may agree that the labor or employee organization is to be the representative of employees in an agreed-upon bargaining unit. Upon the request of the labor or employee organization, the labor relations agency will certify the organization if investigation by the labor relations agency verifies the majority status of the labor or employee organization and the appropriateness of the bargaining unit under AS 23.40.090 or AS 42.40.740.
