(a) Seventy-five percent of the total amount of money available in a funding year will be allocated, as follows, as payments to each applicant who commercially harvested chinook salmon during the summer chinook salmon season in that funding year:
(1) a base payment will be made to each applicant who commercially harvested chinook salmon under a salmon hand troll permit;
(2) a base payment multiplied by three will be made to each applicant who commercially harvested chinook salmon under a salmon power troll permit;
(3) the base formula under (1) and (2) of this subsection is calculated by dividing the funding year allocation by the sum of
(A) the total number of eligible power troller applicants multiplied by three; and
(B) the total number of eligible hand troller applicants.
(b) Twenty-five percent of the total amount of money available in a funding year will be allocated as payments to each applicant based upon the round weight equivalent pounds of chinook salmon commercially harvested during the summer chinook salmon season in that funding year. The amount of payment to each applicant will be calculated by dividing the amount of money available under this subsection by the total round weight equivalent pounds commercially harvested by the eligible applicants for the summer chinook salmon season in that funding year, and multiplying the resulting figure by the round weight equivalent pounds caught by each eligible permit holder.
