Section 3 AAC 109.300 - Contract award for competitive sealed bids(a) The procurement officer shall award a contract based on the solicited bids with reasonable promptness by written notice to the lowest responsible and responsive bidder whose bid conforms in all material respects to the requirements and criteria set out in the invitation to bid.(b) Tie bids are low responsive bids from responsible bidders which are identical in price. If low tie bids exist, award shall be made through a random drawing or flip of the coin.
