Section 20 AAC 05.802 - Point system for the Goodnews Bay herring gillnet fishery(a) Past and Consistent Participation. The commission will award a maximum of 22 points to an applicant for past and consistent participation in the Goodnews Bay herring gillnet fishery as follows:(1) the commission will award a maximum of 18 points to an applicant who commercially harvested herring as a gear operator using a gillnet based on the following table. For each year, the commission will use the category (poundage/year or days/year) that gives the applicant the most points for that year; Year Pounds/Year Days in that Year Points with Fish Tickets 1996 10,700 pounds or more or 5 days or more 12 At least 4,800 pounds, but less than 10,700 pounds or 3 days or 4 days 8 Less than 4,800 pounds or 3 days or 4 days 4 1995 14,600 pounds or more or 5 days or more 9 At least 6,500 pounds, but less than 14,600 pounds or 3 days or 4 days 6 Less than 6,500 pounds or 1 day or 2 days 3 1994 18,000 pounds or more or 4 days or more 6 At least 6,000 pounds, but less than 18,000 pounds or 2 days or 3 days 4 Less than 6,000 pounds or 1 day 2 1993 31,000 pounds or more or 8 days or more 3 At least 9,100 pounds, but less than 31,000 pounds or 4 days to 7 days 2 Less than 9,100 pounds or 1 day to 3 days 1
(2) the commission will award three points to an applicant who commercially harvested herring as a gear operator using a gillnet in at least two calendar years from 1993 through 1996, or four points to an applicant who commercially harvested herring as a gear operator using a gillnet in at least three calendar years from 1993 through 1996.(b) Economic Dependence. An applicant will be awarded a maximum of five points if the applicant owned as of January 1, 1997, a vessel that the applicant used or intended to use in the fishery. An applicant who co-owns a vessel will receive a percentage of the give points available for vessel ownership equal to the percentage of the ownership that the applicant has in the vessel as demonstrated by evidence submitted to the commission, regardless of whether other co-owners apply for an entry permit.Eff. 12/31/98, Register 148Authority:AS 16.43.100
