Section 20 AAC 05.693 - Point system for the Southeastern Alaska red and blue king crab pot fishery(a)Past Participation Points. A maximum of 30 points will be awarded to an applicant for past participation in the red and blue king crab pot fishery.(1)Skipper participation points.(A) Skipper participation points may be claimed for the 81-82 season through the 1983 portion of the 83-84 season, as shown in the following schedule: Season Available Points 83-84 (before to 1/1/84) 8 82-83 8 81-82 7

(2)Crewmember participation points. A maximum of 10 crewmember participation points may be claimed. (A) Crewmember participation points may be claimed for the 81-82 season through the 1983 portion of the 83-84 season, as shown in the following schedule: Season Available Points 83-84 (before 1/1/84) 2 82-83 2 81-82 2
(B) Only an applicant entitled to some past participation points under (A) of this paragraph or under (1)(A) of this subsection may claim points from the following schedule: Season Available Points 80-81 2 79-80 2 78-79 2 77-78 2 76-77 2 75-76 2
(b)Consistent Participation. A maximum of 35 points will be awarded to an applicant for consistent participation as a skipper in the red and blue king crab pot fishery. For each landing month claimed under (1) or (2) of this subsection, the applicant must have had at least one day in that month with landings, as a skipper, for which red and blue king crab represented at least 10 percent of the crab poundage delivered from the vessel that day. An applicant may claim points for consistent participation during a season for which the applicant meets the following specified standards:(1)81-82 - 83-84 seasons. Points for consistent participation as a skipper may be claimed for the 81-82 season through the 1983 portion of the 83-84 (before 1/1/84) season, as shown in the following schedule: Season Landing Months Pounds/Season Points 83-84 at least two calendar months 1,700 pounds 10 or 82-83 at least two calendar months 3,100 pounds 10 or 81-82 at least two calendar months 8,000 pounds 8 or
(2)Seasons before 81-82. (c)Economic Dependence. A maximum of 35 points will be awarded an applicant for economic dependence in the red and blue king crab pot fishery. Economic dependence points will be awarded only to applicants with a sum of annual catch values for the years 1981 - 1983 totaling at least $500. Economic dependence points will be computed as follows: (1)Relative income dependence. A skipper may claim a maximum of 20 points for relative income dependence upon the fishery according to the steps set out in (A) - (C) of this paragraph and the following point schedule: Income Dependence Percentage Points at least 20% 20 at least 10% but less than 20% 10
(A) For each of the years 1981 - 1983, take separately the applicant's annual catch value and the applicant's annual earnings from occupational income, as defined in 20 AAC 05.697; multiply each figure for each year by the following specified multiplier for that year: 1981 =.17
1982 =.33
1983 =.50
(B) Add the three resulting figures for the weighted annual catch value to determine the weighted average catch value. Separately add the figures for the weighted annual occupational income to determine the weighted average occupational income.(C) Divide the weighted average catch value by the sum of the weighted average catch value plus the weighted average occupational income, and multiply the quotient by 100 for the single income dependence percentage.(2) 7 points may be claimed for investment as of January 1, 1984, in a vessel that the applicant used or intended to use in the red and blue king crab pot fishery.(3) 8 points may be claimed for ownership, as of January 1, 1984, of 25 or more geared crab pots that the applicant used or intended to use in the red and blue king crab pot fishery.Eff. 1/30/87, Register 101Authority:AS 16.43.100
