Memorandum of Opinion and Order


The matter before the court is the United States of America's ("plaintiff") unopposed motion for leave to amend the operative complaint pursuant to Rule 15(a). After carefully considering the papers submitted in this matter, it is hereby ordered that leave to amend the complaint, pursuant to Rule 15(a), is GRANTED. Plaintiff is to file its amended complaint within ten days of service of this order.

Because oral argument will not be of material assistance, the court orders this matter submitted on the briefs. E.D. Cal. L.R. 78-230(h).

IT IS SO ORDERED.
