Appeal, No. 111, March T., 1971, from order of Court of Common Pleas, Civil Division, of Allegheny County, April T., 1971, No. 1964, in case of Pittsburgh Fire Fighters, Local No. 1, of the International Association of Fire Fighters, AFL-CIO, by Charles Lewis and Joseph Sullivan, trustees ad litem v. City of Pittsburgh, Pennsylvania, Honorable Peter F. Flaherty, Mayor of the City of Pittsburgh and John H. Bingler, Jr., Director of Public Safety of the City of Pittsburgh. Appeal transferred to Commonwealth Court.

Order entered granting preliminary injunction against defendants. Defendant city appealed.
