holding the officers had a reasonable articulable suspicion to stop a vehicle because they received a tip from a reliable source that a man was selling drugs out of a certain vehicle, the vehicle was registered to the person that the CI identified as the man, and the officers observed two transactions that occurred out of the vehicle, including one outside of a residence where neighbors had complained of drug dealing, prior to the stop
