EFFECTIVE DATE OF 1990 AMENDMENT Pub. L. 101-508, title VIII, §8031(b), Nov. 5, 1990, 104 Stat. 1388-348, provided that: "The amendment made by this section [amending this section] shall apply to claims filed with the Secretary of Veterans Affairs on or after the date of the enactment of this Act [Nov. 5, 1990]."
