Section 181.902 - Authority of General-Law Municipality to Prevent Use or Waste of Utility Commodity or Service(a) The governing body of a general-law municipality may adopt an ordinance that prevents the free or unauthorized use or the waste of a commodity or service furnished by a utility that uses the streets and public grounds of the municipality.(b) In this section, "utility" has the meaning assigned to the term by Section 181.901.Tex. Util. Code § 181.902
