The board may contract with a political subdivision of this state, a state, the federal government, an agency or political subdivision of those public entities, or a charitable or other private entity for the district to:
(1) furnish a mobile emergency medical service; or(2) provide for the investigatory or welfare needs of district inhabitants or of persons for whom the public or private entity has an obligation to provide care.Tex. Spec. Dist. Loc. Laws § 1045.114
