Section 1002.053 - Board Vacancy(a) If a vacancy occurs in the office of director, the remaining directors shall appoint a director for the remainder of the unexpired term.(b) If the number of directors is reduced to less than five, the remaining directors shall immediately call a special election to fill the vacancies. On application of any voter or taxpayer of the district when the board fails to call an election, a district court may order the directors to hold the election.Tex. Spec. Dist. Loc. Laws § 1002.053
