Section 702.051 - Administrative and Rulemaking Authority(a) The secretary of state shall administer this chapter.(b) In administering this chapter, the secretary of state shall:(1) adopt rules;(2) issue administrative orders; and(3) take action necessary to ensure compliance with this chapter.
