Section 374.003 - Applicability to Governmental Bodies This chapter does not apply to:
(1) a governmental entity, including a governmental agency or prison; or(2) a political subdivision of this state, including a municipality or a conservation and reclamation district created under Section 59, Article XVI, Texas Constitution, that owns or operates a wholesale or retail water supply system, public solid waste system, public storm water and drainage system, or public solid waste disposal system.Tex.
