The board of revision of taxes in counties of the first class shall consist of seven competent and qualified citizens, who shall be appointed for terms of six years. The salary of each member of the board shall be ten thousand dollars per annum, except in the case of the chairman of the board, whose salary shall be ten thousand five hundred dollars per annum.
