If, at the time when payment of all or any part of the advancement, or any interest thereon, shall become due to the Federal agency which made the grant, there shall not be in The State Stores Fund moneys available to make such payment in full, any such deficiency shall be paid out of the General Fund; and such amount as shall be necessary for that purpose is specifically appropriated to the Treasury Department.
