Section 1699 - Disposition of moneys

All moneys so received shall be paid into the State Treasury, and they are hereby appropriated to the Department of Property and Supplies for payment of the cost of the construction, with the consent of the Governor, of public works projects for the Commonwealth. The term "cost of construction," as used in this section, shall include the cost of the necessary plans, specifications, supervision, architectural and engineering fees, whether paid to persons within or without the department, and all other incidental expenses necessary for construction and completion of the project, unless payment of any such costs from said funds shall be expressly forbidden by the Federal agency making the grant. Among such projects shall be the following: Such buildings for State welfare institutions as shall be determined by the Department of Welfare with the approval of the Governor; such buildings for State sanitoria as shall be determined by the Department of Health with the approval of the Governor; and such armory buildings as shall be determined by the State Armory Board with the approval of the Governor: Provided, however, That not more than two million dollars ($2,000,000.00) of the total amount received from any agency or agencies of the Federal Government hereunder may be used for construction of armories.
