The following words and phrases when used in this act shall have the meanings given to them in this section unless the context clearly indicates otherwise:
"Commonwealth." The Commonwealth of Pennsylvania.
"Department." The Department of Conservation and Natural Resources of the Commonwealth established in section 301.
"Secretary." The Secretary of Conservation and Natural Resources.
