It shall and may be lawful for any judge, mayor, alderman or justice of the peace of the city of Philadelphia, to indenture, bind or commit to the St. John's orphan asylum, or the St. Vincent's home, located in the city of Philadelphia, orphan, destitute, abandoned or vagrant children.
