The passage of this act shall not be construed to relieve any person, association, or corporation whatsoever from the payment of any taxes, penalties, or interest due or owing to the Commonwealth under the act hereby amended, or to affect or terminate any petitions, investigations, prosecutions, or other proceedings pending thereunder, or to prevent the commencement of any prosecutions for violations of such act heretofore committed or the commencement of any proceedings for the recovery of such taxes, penalties, or interest.
