The joint commission for acquiring toll bridges over the Delaware River, constituted by authority of an act, approved the eighth day of May, one thousand nine hundred and nineteen (Pamphlet Laws, one hundred forty-eight), entitled "An act providing for the joint acquisition and maintenance by the Commonwealth of Pennsylvania and the State of New Jersey of certain toll-bridges over the Delaware River," and in accordance with the provisions of a supplement to said act, approved the tenth day of May, one thousand nine hundred and twenty-seven (Pamphlet Laws, eight hundred sixty-three), entitled "A supplement to an act, approved the eighth day of May, one thousand nine hundred and nineteen (Pamphlet Laws, one hundred and forty-eight), entitled 'An act providing for the joint acquisition and maintenance by the Commonwealth of Pennsylvania and the State of New Jersey of certain toll-bridges over the Delaware River,' and its amendments, extending the powers of the commission created under said act, so as to provide for the construction and maintenance of free bridges," be and is hereby authorized to proceed, by full and complete borings, surveys, engineering studies, investigations, and all other matters incidental and pertaining thereto, to determine the proper location, type of construction, and cost of construction and maintenance, of an additional interstate bridge across the Delaware River connecting the city of Easton, Pennsylvania, and the town to Phillipsburg, New Jersey, with the necessary approaches to and outlets from the same, the exact location of said proposed bridge to be fixed by the joint commission.
