(a)General rule.--As soon as may be convenient after their appointment, the members of the board shall meet and organize.(b) Appointment of secretary of board.--The members of the board shall appoint a secretary, who shall: (1) Not be a member of the board.(2) Hold office at the pleasure of the board.(3) Maintain a record of the proceedings of the board and perform such duties not inconsistent with any law of this Commonwealth as the board shall prescribe.(4) Receive such compensation as the board shall determine in conformity with the rules of the Executive Board.(c)Temporary secretaryof board.--In the absence or incapacity of the secretary to act, the board may designate such other person as it may choose to perform temporarily the duties of the secretary of the board.(d)Counsel.--Legal counsel for the board shall be appointed in accordance with the act of October 15, 1980 ( P.L. 950, No.164), known as the Commonwealth Attorneys Act.(e) Hearing examiners.-- The board may appoint a sufficient number of individuals to conduct hearings as required or authorized by this title.Amended by P.L.
