(1) The Legislative Assembly finds: (a) Individuals have limited opportunities to properly manage household hazardous waste;(b) Businesses that are conditionally exempt small quantity generators of hazardous waste do not have feasible options for the management of hazardous waste; and(c) The disposal of household hazardous waste and hazardous waste generated by conditionally exempt small quantity generators in solid waste disposal sites and sewage facilities presents a potential hazard to the public health and the environment because these sites and facilities may not be designed for the disposal of hazardous waste.(2) Therefore, the Legislative Assembly declares that it is in the interest of public health, safety and the environment to provide: (a) Alternatives to disposal of hazardous waste generated by conditionally exempt small quantity generators and household hazardous waste at solid waste disposal sites and sewage facilities; and(b) Information and educational programs about: (A) Alternatives for the management of household and conditionally exempt small quantity generator hazardous waste;(B) Methods of reusing and recycling household and conditionally exempt small quantity generator hazardous waste; and(C) Alternatives to the use of products that lead to the generation of hazardous waste by conditionally exempt small quantity generators and household hazardous waste. 1989 c.833 §69; 1993 c.560 §50
