§ 183. Governor’s approval—Bills not returned by Governor within 10 days

Every bill which has passed both Houses of the Legislative Assembly, and has not been returned by the Governor within ten days (Sundays excepted), thereby becoming a law, shall be authenticated by the Governor causing the fact to be certified thereon by the Secretary of State, substantially in the following form: “This bill having remained with the Governor ten days (Sundays excepted), and the Legislative Assembly being in session, it has become a law this _____ day of _____ A.D. ____,” which certificate must be signed by the Secretary of State and deposited with the laws in his office.
