The Authority shall have control of the navigation and the marine trade in navigable waters of Puerto Rico and in its harbors and docks, as provided in this chapter, except in the navigable waters and the harbors and docks of the Port of the Americas, where the Port of the Americas Authority or the contracted entity, through delegation by the latter, shall have the control thereof.
