The mayor and the President of the Legislature shall be the appointing authority of their respective branches of the Municipal Government.
The Board of Appeals of the Personnel Administration System, established by §§ 1461 et seq. of Title 3, known as “Puerto Rico Public Service Personnel Act”, shall be the appellate body of the Municipal Personnel Administration System.
