Any person who attempts or conspires to commit any offense defined in this chapter, upon conviction thereof, shall be punished by imprisonment and further may be fined at the discretion of the court, which penalty shall not exceed the penalty prescribed for the offense, the commission of which was the object of the attempt or conspiracy.
