The Secretary of Education and the Secretary of Health are hereby empowered to accept financial or professional and technical assistance or cooperation of any nature, whether financial or in property and services, including donations, be it in cash, technical or personnel services, or equipment from individuals, citizen groups or private entities, from profit or nonprofit institutions, from the United States Government or its states, or from the Government of the Commonwealth of Puerto Rico, its agencies and instrumentalities, subdivisions, and municipalities, in order to attain the purposes of this chapter.
