No person shall sell either diagnostic and/or treatment equipment for hospitals, clinical laboratories and blood banks, or food processing or handling machinery, unless he has in stock spare parts, tools, equipment, fuel or lubricants necessary for their maintenance and operation, in addition to duly trained repair or maintenance personnel. He shall also furnish operation and repair manuals.
