Without prejudice to any other legal action which might be taken, the Secretary of Health may, pursuant to applicable legal provisions, and through the Secretary of Justice, bring injunction proceedings or any other proper action authorized by law, in behalf of the Commonwealth, against any person, to prevent the establishment or operation of a clinical analysis laboratory or blood bank without the pertinent license issued pursuant to the provisions of §§ 91—91i of this title.
