All clinical analysis laboratories, plasmapheresis centers, seropheresis centers and blood banks in operation when this act takes effect shall comply with the provisions hereof within the term of six months reckoning from its effective date. The Secretary of Health shall have authority to extend the provisions of §§ 91—91i of this title in these cases up to a maximum of six additional months for just cause.
