The Department of Health shall be the sole government agency of the Commonwealth of Puerto Rico vested with authority to carry out, among others, the purposes of this chapter, as follows:
(a) To establish the necessary administrative organization to carry out the purposes of this chapter.
(b) To make inventories and statistical surveys of existing health facilities including their state of conservation and the need for modernizing them, and determine the need for construction of additional health facilities.
(c) To develop, administer and supervise state plans for the construction and modernization of profit or nonprofit private and public health facilities, in accordance with the provisions of this chapter and applicable federal laws.
(d) To insure compliance with rules and regulations for the construction, operation and maintenance of facilities.
