In the event any member of the National Guard of Puerto Rico, while in any jurisdiction outside Puerto Rico, was charged with committing a punishable offense in that jurisdiction, the Adjutant General of Puerto Rico shall study the circumstances in which the acts occurred, and if he determines that these acts were committed by the defendant while performing his duties, while in training, or [while] executing any service as a member of said military organization outside the territorial area of the Commonwealth of Puerto Rico, he shall request the Secretary of Justice to provide the defendant with the services of a lawyer to assist him during the process.
