(a) No person may be convicted of an offense, except by the concurrence of two-thirds (⅔) of the members of the court.
(b) All sentences shall be determined by the concurrence of two-thirds of the members of the court.
(c) Any other question to be decided by members of a general or special court-martial shall be determined by a majority vote. But the determination to reconsider a finding of guilt or a sentence with the intention of reducing it, may be made by a minority number of votes which show that the number of votes necessary for such finding or sentence have not been opposed to the reconsideration. A tie vote in a challenge of a member would be equivalent to the disqualification of said member. A tie vote on any other question shall be decided in favor of the accused.
