§ 2703. General court-martial records

The convening authority shall refer the record of each general court-martial to the Judge Advocate of Puerto Rico, who shall submit his written opinion thereon to said convening authority. If the final action of the court has resulted in an acquittal of all charges and specifications, the opinion shall only be limited to questions of jurisdiction and the Judge Advocate of Puerto Rico shall withhold the record.
