The Secretary of Justice shall make the necessary agreements with the United States Department of Justice so that persons who qualify for protection under §§ 972—972j of this title in the Commonwealth of Puerto Rico may resort to the benefits of the Organized Crime Control Act of 1970 (Public Law 91-452; 84 Stat. 922) and the even broader benefits of the Victim and Witness Protection Act of 1982 (Public Law 97-291; 96 Stat. 1248).
