P.R. Laws tit. 20, § 2423
The Board may issue, at its discretion, a special license for the practice of electronics technique without it being necessary to meet the requirements of subsection (d) of § 2410 of this title, provided that the interested person meets the following requirements:
(a) To be considered a nonresident person of Puerto Rico, pursuant to the definition of §§ 8006 et seq. of Title 13, known as the Internal Revenue Code of Puerto Rico.
(b) To substantially meet, as so determined by the Board, the requirements stated in subsections (a), (b) and (c) of § 2410 of this title. Said requirements shall be considered to be met if the interested person presents a license or permit in force to practice the profession of electronics technician, or a substantially equivalent position, issued by the federal government or any competent authority in any state of the United States of America, its political subdivisions, dependent territories or possessions.
(c) To be contracted or invited by an electronics technician to collaborate with said technician in a specific job or project.
(d) To have filled out the petition for special license so determined by the Board.
In those cases where the Board issues a special license, the Board shall send to the Secretary of the Treasury, in a term not greater than fifteen (15) days, copy of said special license, which shall contain the name and address of the hiring electronics technician. In addition, in the case of hired nonresidents, the Board shall warn the hiring electronics technician of the existence of possible obligations under the Internal Revenue Code of Puerto Rico. Said warnings, however, shall not create any responsibility from the Board to the hiring electronics technician.
The special licenses granted pursuant to the provisions of this chapter, shall be in effect for a period of six (6) months, which may be extendable to six (6) additional months upon the petition filed by the interested person.
Any person who obtains a special license pursuant to the provisions of this chapter, shall, at all times, practice the electronic equipment repair and maintenance technique under the responsibility and supervision under a duly authorized electronics technician in Puerto Rico.
The special license shall be displayed in the working place of the person in whose name it is issued.
