The Commonwealth of Puerto Rico Dental Technologists Examining Board is hereby created, which shall be attached to the Health Professionals Regulations and Certifications Office of the Department of Health. The Board shall be composed of five (5) duly licensed dental technologists. They must be of recognized professional repute, citizens of the United States and residents of Puerto Rico, and who, at the time of their appointment, have practiced their profession in Puerto Rico for at least five (5) years. At least one of the members of the Board must have experience as a professor at a school of dental technologists. No member of the Board may be a shareholder or belong to the board of trustees or directors of a university, college or school where studies leading toward a dental technologist degree are conducted.
The members of the Board shall be appointed by the Governor with the advice and consent of the Senate. Two (2) members shall be appointed for a term of two (2) years, two (2) for a term of three (3) years, and another for a term of four (4) years, and until their successors are appointed and take office. No person may be appointed for more than two (2) consecutive terms.
Vacancies occurring on the Board and which do not occur as a result of the expiration of the term established by law, shall be filled in the same way as the original appointments. The term of the member who fills a vacancy, shall be for the remainder of his predecessor’s term.
The members of the Board shall perform their office ad honorem, but they shall be entitled to the payment of fifty dollars ($50) for per diem for each day or fraction thereof they devote to official duties of the Board and pursuant to the regulations adopted by the Department of the Treasury.
The Board shall elect a chairperson from among its members, whose decisions must be made by the affirmative agreement of at least three (3) of its members.
The Board shall hold at least six (6) regular meetings a year, but may hold all the special meetings that are necessary to best perform its duties.
