§ 3452. Appointments; composition; term; requirements

The Governor of Puerto Rico, with the advice and consent of the Senate, shall appoint a Board of Examiners of Emergency Medical Technicians of Puerto Rico, which shall be composed of five (5) members, four (4) of which shall be persons duly authorized to practice as emergency medical technicians in Puerto Rico, of recognized reputation, permanent residents in Puerto Rico, and who have practiced as emergency medical technicians of the Commonwealth of Puerto Rico for a minimum term of five (5) years; and one (1) of the members shall be a person authorized to practice as a emergency medicine physician in Puerto Rico, of recognized reputation, a permanent resident in Puerto Rico, and who has practiced as emergency medicine physician in the Commonwealth of Puerto Rico for a minimum term of three (3) years.

At least one (1) of the members of the Board must have been engaged in teaching emergency medical technology for five (5) years or more in a school for Emergency Medical Technologists accredited by the General Education Council or the Council on Higher Education.

In order for the Board to remain constituted even when there is a vacancy, the members of the Board shall be appointed as follows: two (2) of them for a five (5) year term, two (2) for a four (4) year term, and one (1) for a three [(3)] year term. In all cases, the persons thus appointed shall hold office until their successors are appointed and take office, and the Governor shall appoint the Chairperson from among the members of the Board. If a vacancy arises before the term of any of the members of the Board expires, the person appointed to fill said vacancy shall hold office for the remainder of the unexpired term. No member shall be appointed for more than two (2) consecutive terms.

During the term of their appointment as members of the Board, none of them may belong to or hold office in a private institution or enterprise that may create a conflict of interest with the performance of their functions as members of the Board, except that of being a part of the faculty of a college or university.
