§ 5010. Secretary—Powers

The Secretary of the Department of Natural and Environmental Resources shall have the power to execute all legal matters that are necessary to acquire any specific or private properties, structures, or buildings on the site of the “Seven Seas Beach”, or bounded by, or adjacent to said land, which, in his judgment, should be a part of the natural reserve created by this chapter. Said expropriations shall be executed according to, and following the parameters and procedures established in the applicable laws and regulations, as proper in each case, including, but not limited to §§ 1225 et seq. of this title, §§ 151 et seq. of Title 3, and §§ 2901–2913, 2916–2920 and 2923–2927 of Title 32. He shall also have whatever powers are necessary and convenient to carry out the purposes and provisions of this chapter, as well as all additional implicit and incidental powers that are appropriate and necessary to put into effect and carry out, perform and exercise the abovementioned powers, and to achieve the purposes provided by legislative mandate.
