All the functions now performed by the Planning Board with regard to the Program of Technical Aid to Economically Under-developed Areas (Point IV), pursuant to Act No. 378 of May 8, 1951, are hereby transferred to the Department of State. Said program shall henceforth be known as Technical Cooperation Program.
